Maya, a young Mexican woman, crosses the border illegally to join her tougher, more cautious older sister Rosa, who works as a janitor cleaning one of downtown Los Angeles’s gleaming corporate towers. Landing a job cleaning alongside her, Maya soon meets Sam Shapiro, a charismatic and anarchic union organizer trying to unionize the building’s overworked, underpaid, and largely undocumented cleaning staff under the simple rallying cry: “No Justice, No Peace.”
As Maya throws herself into Sam’s imaginative, guerrilla-style campaign for union recognition, Rosa—hardened by years of quietly surviving in the shadows—grows increasingly fearful that the fight will cost them the jobs they can’t afford to lose, straining the sisters’ fierce but fragile bond. Their diverging responses to the same injustice expose a deeper, more painful history between them, one that surfaces just as the stakes of the strike reach their breaking point.
Ken Loach’s Bread and Roses was his first film set in the United States, built around the real “Justice for Janitors” campaign led by the Service Employees International Union in the early 1990s. Told with Loach’s signature unvarnished realism, the film gives voice to the invisible immigrant labor force holding up Los Angeles’s corporate skyline, turning a local labor dispute into a sharp indictment of American economic inequality.
